Presence of police vehicles doesn't mean anything. It could be an op targeted at something else. After all, there has been extensive anti-crime ops in recent months if you read the news. In fact, clearly marked police assets are usually deployed for something else.
And while the wind has probably never stopped, perhaps there are times when it's less strong.
