As for your above points:
Torres came to Anfield because Liverpool were regularly playing CL footie at that time and also because of Rafa.
Suarez was still a 'wild card' when he came to Anfield.
Who are the top class quality players which Spurs has been able to attract in the last 3-4 seasons? All their really big top draws seem to have grown in-house from Bale to Kane to Dele Alli.

That said, I do agree with your last point. Liverpool have indeed wasted ridiculous sums of money on inconsistent rubbish over the past decade. According to Gerrard, in the 10 seasons that he was captain from 04' - 14', the Reds spent close to £600m in the transfer market
This shocking structural problem needs to be fixed!!
We have the Jurgen Klopp factor now, which should help, but if you are talking about buying truly world class talent or thereabouts, Liverpool need to be playing CL footie on a regular basis.
