You can have a million moderator,but if a moderated post by a moderated member were not moderated & be allowed "out" in the thread even if it's obviously negatively not related to topic. What is the use of a Moderator? Moderator 要来何用？ Being a moderator is no easy task especially for a forum this size.

A little suggestion,allow moderators in the forum to give infraction. Just like in the past, i remember seeing boss inflict -99 to -99999 rep pts deduction for non-behaving members. That will act like a jail term for tat member & put him under moderation. If he post topic related & have positive contribution,other's will up his pts back. If his bad continues,he can go into deeper moderation.
Bring back what every junior & senior feared most.
Just a suggestion.
